Our main mission
The Benin Single Window Operating Company (SEGUB) has the primary mission of facilitating foreign trade procedures through the establishment and operation of an integrated platform enabling economic operators to complete all formalities related to the movement of goods, including obtaining the pre-clearance documentation package through:
- Operation of the Single Window
- Automation of procedures and formalities for the passage of ships and goods;
- Dissemination of general and specific information useful to the port community;
- Operation of the application of billing and collection procedures;
- Issuance of a single expense slip (BFU).
Our specific responsibilities
SEGUB is responsible for:
Collect and distribute the revenue generated from BFU payments
Issue the BFU, allow payment by all possible modern means and pay the beneficiaries within the allotted time (24 hours maximum currently);
Train and assist stakeholders in using the platform
To offer training and technical assistance programs to platform users, ensuring optimal use of the services offered by the Single Window;
Centralize and secure the collected data
To collect, process and disseminate statistics related to foreign trade, thereby contributing to the transparency of trade and to strategic decision-making by the competent authorities;
Make the One-Stop Shop platform available 24/7
To ensure the development, maintenance and evolution of the Single Window technological platform, guaranteeing its availability for economic operators and partner administrations;
Optimize procedures to facilitate trade
Implement the complete digitization of procedures and documents related to foreign trade, thereby reducing processing times and administrative costs for economic operators;
Conduct operational monitoring to ensure compliance with procedures
Ensure compliance with business processes and ethical standards in the completion of formalities by actors on the platform.

To offer a fair, reliable and competitive economic environment by ensuring total transparency of procedures and costs related to foreign trade for all economic operators;
Securing and increasing tax and customs revenues
Centralize the collection and transfer of customs and tax revenues, then facilitate their reconciliation with the administration and partners listed on the BFU.
Production of reliable data and statistics
To exploit the database thus created on foreign trade and produce key indicators and figures to aid in decision-making;
Increased administrative competitiveness of Benin on a global scale
To contribute to positioning Benin as a leading regional hub in facilitating foreign trade.
Legal framework
SEGUB was established by concession agreement No. 0409/MDCEMTMIP-PR/DC of 10/11/2010. Its powers and operation are governed by decree No. 2020-044 of 22/01/2020, approving the statutes of the Société d'Exploitation du Guichet Unique du Bénin.
